On the other hand, the world is full of people who own guitars, don't have big errand gigs to go with, and have other things vying for their time, yet still want to play the guitar perfectly when they have time to play it. I personally do not do this when doing remote support. There is no difference between leaving the device turned off for two seconds or two hours. Once it shuts down fine, the RAM is cleared, and when I turn it back on, everything must be reloaded from storage (hard disk, SSD, ROM, anything). The amount of time it is off does not change this. DRAM (the type of RAM used in almost every device) has to be refreshed multiple times per second to retain its data, so even turning it off for a split second will clear RAM.

If any tech support rep does this, I think they should make sure the device is in good shape and in an actual way - sometimes, for example, the device might just be asleep, and a pulsing light somewhere on the device can give that away. I've also seen some computers go through a quick power test routine after shutdown, and can't turn on within ~5 seconds of shutdown, so this might also be to reduce confusion about whether pressing the power button after 4 seconds has turned off The computer actually rebooted the computer.

Either way, 30 seconds is kind of an exaggeration. Ten seconds must be plenty.
